Where can heirs apply?

The service is available in the Other Services section of the e-Devlet menu for heirs. Users can access the Banks Association of Türkiye service for a person whose heir they are through the website or the e-Devlet mobile application.

The official application page in Turkish requires identity verification. It lists an e-Devlet password, mobile signature, electronic signature, Turkish identity card and internet banking as login options. This service should be distinguished from the application for a user’s own report: its title specifically refers to the deceased person whose heir the applicant is.

A certificate of inheritance serves a separate purpose. It identifies heirs and their shares; it is not the financial report itself. Our certificate of inheritance guide explains how that document is obtained and checked.

Access route: sign in to e-Devlet, open Other Services under Heir Services, and choose the Risk Center Report for a person whose heir you are.

Cost and scope of the report

TBB states that reports are free, subject to limits for each deceased person: one a day, four a month and 24 in a calendar year. The report covers current credit limits and debts, credit applications, overdue telephone and internet bills, cheque and promissory note records, and specified restrictions and decisions. Announced scope and limits.

The report should therefore be read as one source of financial information, rather than a complete inventory of the estate’s assets and liabilities. The absence of an entry does not, by itself, establish that the estate has no debts.

Is this the bank account search service?

No. The Banking Regulation and Supervision Agency has a separate e-Devlet service identifying banks where a deceased person held deposit or participation fund accounts. Its announcement directs users to the relevant bank for balances and branch details. That service was announced in 2022; it is distinct from the Risk Center application channel launched on 15 October 2026. BRSA announcement.

Does obtaining a report restart the renunciation period?

The report date does not automatically start a new period for renouncing an inheritance. Article 606 of the Turkish Civil Code provides a three-month period whose starting point depends on the type of heir and the relevant knowledge or official notification. Under Article 609, a declaration of renunciation is made to the civil court of peace. Obtaining financial information through e-Devlet does not replace that declaration.

For presumed renunciation, it matters whether inability to pay was clearly apparent or officially established at the date of death; a current debt report does not decide the issue by itself. Heirs investigating liabilities should keep the applicable time limits in view while awaiting information. Our renunciation of inheritance guide explains the distinction between express and presumed renunciation. Civil Code Articles 605, 606 and 609.
